I think it was to bring as little attention to it as possible. Release a short statement from State Department and just mention one instance of it. It's been invoked, we all know why it really was, who sought to interfere and why. This release was also buried in the state departments press releases. Just a short blurb and then buried with more releases. What is important is that it's now active!
