Interesting article comparing Florida to the other top 3 schools in this state. They include UCF as part of that group although the have never won anything real, but that's fine.
What the article and overall recruiting rankings fail to include is that while the class by Miami was pretty poor Manny Diaz cleaned up with transfers out of the NCAA transfer portal. 6 of the top 22 rated transfers signed with Miami.

QB - Tate Martell, Ohio State: former 4 star, #2 ranked dual threat QB
RB - Asa Martin, Auburn: former 4 star, #3 ranked RB, Mr. Football in Alabama
WR - K.J. Osborn, Buffalo: 53 catches for 892 yards and 7 touchdowns in 2018
OT - Tommy Kennedy, Butler: 6'5, 290 lbs, 22 consecutive starts, had offers from Oklahoma, Texas, Boston College and others.
DE - Jaelan Phillips, UCLA: former 5 star, some ranked as #1 recruit in the nation
DE - Trevon Hill, Virginia Tech: 94 tackles, 20 tackles for loss, 11.5 sacks and two fumble recoveries in 2 seasons
DT - Chigozie Nnoruka, UCLA: 10 starts, 46 tackles, 8.5 TFLs and two sacks.
S - Bubba Bolton, USC: former 4 star, #7 ranked safety
Add those kids to the Miami class and see how it matches up. Canes brought in a lot of talent through the NCAA transfer portal and as many a 6 potential starters in 2019. Kuddos to coach Diaz.
