Its purposeful on both sides. You cant run on a problem if you fixed it. Job security.

Term limits would help. You run. You fix. You get rewarded with second term. Then limited out.

If we would just follow the constitution as written and have a balanced budget and term limits, then pubs would "disappear" as a party. Dems could manage a much smaller gubmint and just push a bunch of paper around.
