The answer is both and neither. There are some dumbass administrators and some dumbass parents that have no business teaching kids a single thing.

Case in point. Our daughter was at a gifted magnet for elementary school. The place Camelot. Fabulous school and if it went all the way to 12th grade we would still be there.

Magnet middle was a disaster. Admin was terrible and so were a LOT of the parents. I won’t bore you with all the details, but there were issues we raised and were totally blown off by the principal. When talking about these issues with the parents, they either didn’t see an issue or wanted us to fight their fight. Now, it was an arts school as my daughter is very talented musically and we were okay with the arts side of it maybe being a little different but kids coming to school dressed like furries is a bit much.

Long story short, she is now in private school.
