Here is my opinion. We can all have our opinions on what needs to happen. Whatever those in charge decide to do, the one thing I firmly believe, is that some announcement needs to happen sooner rather than later. If the decision is made to give Billy another year, then announce that in order to do the last amount of damage to the current recruiting class. If the decision is to move on, then announce that. At this stage, waiting does nothing positive for any one involved, IMO.
Whatever the decision is, announce it!
