The question about the Minneapolis cop I would like an answer to

He had 18 previous complaints against him. Were they serious enough to warrant dismissal? Did anybody try to fire him? Was there pressure to keep him on, say from union pressure?
The bottom line is should this guy have been on the police force with his record. And if not, who dropped the ball.
