The association (NCAA ?) permits payments up to $5,980 per year for good grades, a rate which was set because it was the equivalent to what they can earn for athletic achievements.

EDIT
The specific amount matches the maximum bonus money students may receive in awards related to their athletic performance—like player of the year titles or the Heisman Trophy.

I didn't realize the Heisman Trophy had a pay out.

The bonuses, up to $5,980 a year, are allowed after a 2020 Supreme Court ruling.
Most institutions say will be in place starting in the fall 2022 semester.

The article did not make clear if these payments were from the University direct to the student athlete, by passing NIL cooperatives, if they were taxable, or if they were in addition to NIL payments.

Doesn't seem like all student athletes will get NIL money so this could be coming from a different channel.

EDIT
The vast majority of NIL deals are modest: Average compensation across all three divisions, per INFLCR, was $1,291 overall through Dec. 31, with a median compensation of just $51.
Opendorse said the average compensation for a Division I athlete was $1,036 at the end of 2021.

Since NIL, which is 1099 income & taxable, favors a certain very small segment of student athletes, this academic bonus could be extremely important to the rest of them.
