If you really want to know, it was his Health Director who ordered it, which Cuomo was unaware of. I saw the press conference where it was asked. So blame him for allowing that dept. to order it, but it wasn’t his order. Plus the requirement was also that they be quarantined, so there’s no evidence they infected others.
So, Cuomo is excused because you cannot possibly know every single thing that every single department head does as the Governor of a state, but POTUS is excoriated because you know HE knows every single thing that every single person in his entire Administration does...got it.
