Dems like an administrative state so that they can wash their hands of the law making. It was Wilsons dream to have a technocratic state that would allow for a permanent exercise of power by the progressives without accountability to the electorate. So rules were put in place to make it hard to dismantle. The dismantling will require getting by the filibuster at the same time you have a president willing to gut some of his of agencies and power. This MIGHT finally be the time. Need seven dems to sign off on some sort of deal that will let Trump clean and gut. Then set Elon loose on them.
